This is a full time temporary position at grade 2/3.

 

The term of this contract will be 1 year; as this is a temporary replacement assignment, no extension or conversion of the contract is foreseen.

Purpose

As a Senior/Principal Operational Assistant, you will provide a wide range of day-to-day operational and administrative assistance to the College of Staff Representatives (RP/SRs), the EIB Joint Committees (COPEC (Comité Paritaire pour l’Égalité des Chances), Catering, Crèche, Health & Safety, Pensions, and/or Health Insurance Scheme), the AABEI (“Association des Anciens”) and/or the Cercle (the umbrella organisation for the cultural, sporting and leisure activity clubs of the Bank) to contribute to the efficiency and optimal functioning of the Secretariat Social Bodies Unit.

Operating Network

You will report directly to the Head of Secretariat Social Bodies Unit.

You will collaborate closely with your team, Staff Representatives, Joint Committees members, AABEI and/or Cercle and whenever required Personnel, Internal Communications, Facilities Management and active/retired EIB staff. You will have external contacts with other institutions and consultants.

Discretion is essential as you will handle and process information of diverse and confidential nature.

Accountabilities

  • Organise meetings and whenever required working groups, including preparation of the agenda and all related documentation such as writing up meeting minutes;
  • Distribute, follow-up and whenever relevant finalise minutes, notes, opinions, reports, action logs and presentations in the timeliest manner possible whilst ensuring high quality and consistency.  When required address pending/open points with the relevant owners;
  • Plan, coordinate and organise events, including preparation of invitations, handling the logistics, drafting and publishing communications;
  • Prepare and keep an up-to-date road map for the preparation and revision of notes/opinions incorporating all deadlines required to facilitate the submission of notes;
  • Develop and maintain proper records/documentation, respecting data protection requirements and the EIB’s information classification policy, including creating and keeping up–to-date all electronic archives to ensure ease of access and retrieval;
  • Interact with active/retired EIB staff, process requests and channel them to the appropriate contact: Staff Representatives/Joint Committee members/AABEI/Cercle representatives, whenever required;
  • Develop, implement and maintain up-to-date processes and procedures and initiate improvements and participate in the optimisation of working methods;
  • Gather information and research matters of interest for the Staff Representatives/Joint Committee members/AABEI/Cercle representatives, including whenever relevant contact with external counterparts and devise comprehensive spreadsheets or presentations;
  • Follow-up on budgetary matters and prepare all relevant procurement documentation and submit for approval; whenever required;
  • Follow-up on the Cercle and AABEI memberships, if required;
  • Provide back up to colleagues in the Unit.

Qualifications

  • Secondary level education, complemented with a 2-year certification in a relevant field (economics, accounting, legal, business administration) or secondary level education with equally qualified experience in a relevant field;
  • At least 5 years of experience in a secretarial or operational position in a relevant field, with at least 1 year in an operational position;
  • Excellent knowledge of the standard IT office tools, including intranet uploads and communications;
  • Demonstrated communication and writing skills;
  • Discretion is essential as you will handle and process information of diverse and confidential nature;
  • Excellent knowledge of English, good command of French would be a strong advantage. Knowledge of another EU language(s) would be an advantage.

Purpose

The Compliance Corporate Division (CORP) is responsible for activities such as ensuring governance, regulatory standards and compliance, reporting to governing bodies, risk related files and KPIs, Conflicts of Interest, Ethics.

As the (Senior) Compliance Officer (Governance), internally referred to as (Senior) Officer, you will primarily be responsible for contributing to three key areas within the Compliance Corporate Division:

  • Ensuring that OCCO documents relating to governance matters remain up-to-date;
  • Policy documents under the responsibility of other Directorates;
  • Compliance risk assessment/monitoring/reporting, contractual clauses, benchmarking, as well as management of personal conflicts of interest in order to ensure the implementation of a new Group Risk Management Function and increase Group alignment

Operating Network

You will report to the Head of Division and support the work of the Division in the daily handling of all matters relating to Compliance. You will interact with other SMEs within OCCO as well as various EIB services to provide decisions, recommendations, clearances, advice, and collaborate with external stakeholders as required.

Accountabilities

  • Contribute to the elaboration and updates of Compliance Policies, Procedures and other regulatory texts in the context of the creation of the Group Chief Risk Officer function and with particular emphasis on the Group dimension of Compliance to align with best practices
  • Cooperate with other services in elaborating policy documents with a compliance dimension e.g. Transparency Policy, Anti-Fraud Policy, Codes of Conduct.
  • Contribute to risk related work streams relevant for the Division’s remit (CRA, RAF, CMP etc.)
  • Provide OCCO representation on work streams related to the Bank’s transition to becoming a Climate Bank.
  • Carry out benchmarking studies, collection of relevant market data and liaison with relevant organisations in the field of compliance;
  • Asses operational compliance and identify risk and integrity concerns within OCCO’s contractual and integrity clauses context, flagging potential risks to the Bank’s reputation or regulatory compliance
  • Carry out review and update of OCCO integrity clauses in liaison with competent SMEs within OCCO and in the other services e.g. EIF Compliance, Legal (JU), Operations (OPS) and Transaction Management and Restructuring (TMR)
  • Identify and elaborate remediation measures for the Compliance of the Bank’s activities with its policies, rules and procedures in the areas of relevance for OCCO
  • Assess ethical concerns, including personal conflict of interest of EIB staff members and members of the governing bodies, as appropriate, identify risk and integrity concerns and appropriate mitigants, provide recommendations or opinions, and contribute to relevant rules and procedures
  • Engage with external service providers for the timely delivery of outsourced compliance services

Qualifications

  • University degree preferably in economics, finance, law or political science
  • Minimum 5 years professional experience in areas relevant to OCCO’s activities
  • Knowledge and experience in issues related to the Compliance Corporate Division’s activities (such as Governance, regulatory standards and compliance, reporting to governing bodies, risk related files and KPIs, Conflicts of Interest, Ethics)
  • Knowledge of the EIB and EIF objectives & broader policies
  • Ability to analyse large quantities of information in short periods of time
  • Good communication and writing skills with a demonstrable ability to convince others

Purpose

As (Associate) IT Controls Officer (internally referred to as (Associate) Officer*), you will support the implementation of the internal IT control processes by providing first line of defence assurance on the adequacy and effectiveness of IT risk management and controls in the EIB Group according to Best Banking Practices and IT assurance standards in order to minimise IT and operational risks with regards to IT governance and adequate risk management and oversight.

Operating Network

The IT Security Unit monitors the deployment and effectiveness of adequate controls to mitigate Information and Communications Technology (ICT) risks, and is responsible for technical security matters for on premise hosted systems.

You will report to the Head of the IT Security Unit.

You will ensure that all dissemination and knowledge sharing activities are consistent with EIB Internal Control Framework policy, guidelines, practices, and taking account of the specific IT requirements. This is a control risks role that requires proper support to the implementation of a coherent and process driven internal control framework covering key activities and risks of the bank, and will require tight co-ordination with the EIB’s Internal Controls and Assertion Division.

Accountabilities

  • Contribute to the strategy and policy development for the IT function to ensure that the overall system of internal IT controls of the EIB is based upon practical needs and constraints of the organisation;
  • Propose, develop, improve and implement IT processes, procedures, initiatives, systems, methodologies and working tools for conducting IT risk management and internal control activities in line with best practice in the area of IT risk and control management
  • Conduct control/self-assessment assignments in the context of the EIB’s Internal Control Framework
  • Make recommendations for improvements in order to ensure that the primary risk associated with the Bank activity are identified and controlled and weaknesses identified and corrected;
  • Provide recommendations on Information Communication Technology (ICT) risk management and internal control questions in order to align the EIB with best banking practices;
  • Keep up-to-date on latest developments in ICT Internal Risk and Control and build greater expertise in assigned ICT Risk areas;
  • Cooperate with Internal Audit, EIB’s external auditors, and any regulatory body on auditing assignments concerning CS-IT and act as central point of contact for any such audit missions;
  • Manage the follow-up on audit findings, ensure that action points are addressed and closed within the agreed timeframe, timely escalate when action points cannot be addressed and keep management informed, throughout the engagements;
  • Attend relevant meetings with the Internal Controls and Assertion DivisionDivision to update and co-ordinate activities on Internal Control Framework where appropriate acting as back up for the Senior IT Controls Officer

Qualifications

  • University degree in computer science, audit, finance or accounting or related disciplines
  • At least 3 years of professional experience as internal/external IT auditor or in a second line of defence function with focus on IT risk and control
  • Demonstrated experience in managing ICT risk review assignments through planning, fieldwork and results clearance
  • Professional knowledge and understanding of IT auditing, IT internal control systems and best banking practices
  • Good understanding of the EIB Group business activities and operational procedures (only for internal)
  • Understanding of software packages used for risk management research analysis
  • Knowledge sharing skills, including holding presentations, conducting workshops and drafting of documentation in English
  • Relevant post-graduate studies in field of IT risk management, IT or information management would be considered as an advantage
  • Professional qualifications as an IT risk and control professional or IT auditor (e.g. CISA, CISM, CISSP, CIA) would be considered as an advantage

Operating Network

The IT Security Unit monitors the deployment and effectiveness of adequate controls to mitigate Information and Communications Technology (ICT) risks, and is responsible for technical security matters for on premise hosted systems.

 

You will report to the Head of the IT Security Unit, and closely interact with the IT controls and IT security architecture teams to identify and integrate monitoring controls as part of new IT systems to be rolled out.

 

You will collaborate with the IT Security Unit, IT internal and external staff and Internal Audit and work with the EIB’s second line of defence team members in the EIB’s Risk Management Directorate and the internal control assessment teams in the EIB’s Financial Control Directorate. You will also be in contact with external vendors and/or partners providing security equipment, software or security services and with IT Security Engineers & Officers from peer institutions, as well as with the CERT-EU and local security authorities under the guidance of the Head of IT Security Unit.

Accountabilities

  • Contribute to the definition of the IT security strategy and policies for IT security operational monitoring with regard to the short, medium and long-term, ensuring that meet the business strategy and are aligned with IT trends and developments
  • Define a set of security mechanisms and supporting standards which provide a consistent range of security capabilities to ensure that IT security policies, procedures and initiatives are properly designed and implemented
  • Establish IT security requirements and architectures by analysing IT requirements from different sources at EIB, such as business functions, enterprise architects, IT operational teams.
  • Drive continuous improvements on IT security risk detection and implement the necessary technical and/or administrative controls, procedures, IT standards, methodologies
  • Operate and maintain IT Security Production systems and evaluate continuously the cyber threat landscape for the EIB Group
  • Enhance and manage the IT security monitoring activities, and lead the development of new monitoring mechanisms
  • Manage the supporting technology and operationalize security incident monitoring and response mechanisms.
  • Ensure the design, implementation and support of IT security technical and logical controls, this includes:
  • Elaborating the operational set of documentation and procedures
  • Dealing and following-up with Internal Audit on Agreed Action Points

  • Coordinate a team of external consultants and manage the agreed service levels acting as a service manager for the contract with the outsourcing provider.

Qualifications

  • University degree in computer science or related disciplines
  • At least 5 years of professional experience as an operational security engineer
  • Excellent knowledge of IT Security operations (firewalls, proxies, web application firewalls, email secure gateways, remote accesses, strong authentication systems, privileged access management)
  • Good knowledge of security standards such as the ISO 2700x suite or other industry best practices in the area of security monitoring
  • Demonstrated experience and deep knowledge in IT security risk analysis (SIEM, log review), contingency, vulnerability assessment and remediation (patch management)
  • Good knowledge of IT security operations (firewalls, proxies, web application firewalls, email secure gateways, remote accesses, strong authentication systems, privileged access management)
  • Good knowledge of general IT security topics and controls (security architecture and standards, vulnerabilities management and mitigation technics in particular those associated to Internet exposed systems and applications)

Purpose

You will develop and manage an employees’ engagement framework to improve engagement levels at the Bank in order to support the implementation of the Bank’s strategy through higher levels of collaboration, engagement and job satisfaction across services.

Operating Network

You will be reporting to the Head of Communication, Engagement and Knowledge Unit. The job involves interacting with a wide range of internal stakeholders and requires a distinct ability to listen, persuade, negotiate, advise and collaborate beyond hierarchical levels and organisational boundaries.

Accountabilities

  • Lead the development and implementation of the Bank’s engagement strategy.
  • Define, review and align stakeholders on an engagement framework to measure engagement across organisational units and help setting related goals at senior management level.
  • Run and further develop according to the Bank’s policy and timing the EIB staff engagement survey as well as pulse surveys in alternate years, in close collaboration with an external consultancy firm. 
  • Manage and implement the project and communication plan in collaboration with internal stakeholders at all levels (e.g. services, Staff representation).
  • Manage an efficient and effective distribution of staff survey results throughout the organisation, being the key person for external and internal stakeholders in the Bank’s communication plan for engagement.
  • Define and implement the Bank-wide staff survey follow-up action plan and related activities, thereby liaising with a wide variety of actors from across the organisation.
  • Ensure the definition, preparation and delivery of communication materials related to staff engagement in collaboration with the Personnel Communication team – in order to ensure full alignment with the Personnel communication strategy.
  • Advise senior management on all matters related to staff engagement and action planning Bank-wide.
  • Define, lead and implement workshops with staff, when necessary, to further refine staff survey outcomes as part of the action planning process.
  • Manage the relationship with the consultancy company who implements the staff survey, including defining and negotiating the contractual aspects and leading the call for tender every four years.
  • Prepare / coordinate/ align presentations on employees’ engagement matters to a wide range of possible audiences, such as Management Committee or Board of Directors subcommittees, including drafting proposals for their decision in this area.
  • Assess innovative tools and techniques to make the dialogue with Staff faster and more systematic.

Qualifications

  • University Degree, preferably in the field of Human resources or communication.
  • Minimum of 5 years’ proven experience in employees’ engagement. Experience in HR communication would be an advantage.
  • Proven ability to engage with multiple stakeholders and effectively manage projects.
  • Excellent command of English both written and spoken. French (*) or other EU languages would be an advantage.
